Each technical committee is a diverse group of members representing a broad range of perspectives and interests, including consumers, manufacturers, regulators, supply chain professionals, and more. Developing Standards Across Borders
We partner with national and regional standards bodies in countries around the world to improve standards and safety in emerging and established markets. We are the only organization able to develop standards for all three countries in the United States-Mexico-Canada Agreement. ULSE is accredited in the U.S. and Canada and is authorized in Mexico. This unique designation strengthens our ability to address regional needs and enhance cultural understanding.

What’s New

Harmonization: Facilitating Global Safety
Harmonization streamlines standards development, ensuring consistent requirements that simplify compliance for globally traded products. It strengthens standards by incorporating expertise from diverse countries and regions, promoting international trade and safety.
ULSE actively supports international and regional harmonization. Globally, we contribute to the development of standards at IEC and ISO and publish national differences of adopted IEC/ISO standards. Regionally, we co-publish standards with partners in Canada and Mexico.

Fostering a Safer World with the WTO/TBT Agreement
ULSE proudly supports the principles of international standards development of the World Trade Organization (WTO) Technical Barriers to Trade (TBT) agreement.
Our mutual commitment to transparency, openness, consensus, impartiality, effectiveness, and relevance guides our standards development process and our mission to create a safer world. Learn more in our position paper.


Memorandums of Understanding
We collaborate globally with national and regional standards development organizations (SDOs), industry, and academia to develop and harmonize standards addressing safety, security, and sustainability. To formalize these partnerships, we’ve signed MOUs with over 80 international SDOs across regions like the Caribbean, Africa, and Asia, outlining how we will share knowledge and support each other’s work.
These MOUs foster collaboration, encourage the adoption of UL standards with local adaptations, and promote the development of new national standards. They also facilitate two-way communication, introducing diverse global perspectives into our standards development process.
